Puddles Aren't Anadromous

Because I wanted facts straight from the source, I read through the ballot initiative. Page one they had me on emphasizing the importance of salmon to the residents of Alaska. At the end of page one it began to unravel. The measure would turn every stream, down to a trickle of meltwater at the top of mountain, anadromous. It also puts the burden on proving waterbodies aren't anadromous instead of proving they are. 

This is just the beginning of the problems with the measure.
